Clarke introduced the Affordable Housing and Area Median Income Fairness Act to cut rent in subsidized areas and advocates for reformulation of the area median income used by HUD to determine affordable housing.

Clarke is a strong supporter of the Green New Deal to reduce fossil fuel dependence and create clean energy jobs. She introduced the FEMA Climate Change Preparedness Act (H.R. 4823) to require FEMA to factor climate change into all policies, the BREATHE Act (H.R. 585) to amend the Clean Air Act, and H.R. 4737 requiring DHS to research and evaluate federal research on climate change mitigation approaches.

Clarke is a strong supporter of Medicare for All and fought against repeal of the ACA. She introduced a resolution to add Black Women’s Health Week as a national health observance, supported the Paul Wellstone Mental Health and Addiction Equity Act of 2008, and introduced and passed H.R. 5583 requiring CMS to expand and report on adult health quality measures including behavioral health. She also introduced and helped pass the Opioid Addiction Action Plan Act to enhance treatment and prevention of opioid addiction.

Congresswoman Clarke introduced the Affordable Housing and Area Median Income Fairness Act to cut rent in subsidized areas, cosponsored the Public Housing Emergency Response Act to reinvest in public housing, and introduced the Hardest Hit Housing Act to provide additional funds for housing programs including capital activities, foreclosure mitigation counseling, and rental assistance. She also introduced legislation to prevent use of biometric recognition technology in certain federally assisted dwelling units.

Clarke supports protecting DACA recipients and those impacted by deferred enforced departure. She introduced the ASPIRE Act to provide relief to temporary protected status eligible individuals, cosponsored the Access To Council Act to ensure undocumented individuals have a right to a fair legal trial, and cosponsored the Bahamas TPS Act for Hurricane Dorian victims. She is a proponent of abolishing ICE and cosponsored the ICE and CBP Body Camera Accountability Act. As Co-Chair of the Caribbean Caucus, she works to build U.S.-Caribbean relations on trade, immigration reform, and development.

Clarke supports Paid Family Leave and voted to extend four weeks of paid parental leave for federal employees. She also supported the EMPOWER Act to deter, prevent, reduce, and respond to harassment in the workplace, including sexual harassment and assault.

Clarke cosponsored the ICE and CBP Body Camera Accountability Act (H.R. 1013) to require agents and officers to wear body cameras during official operations to reduce mistreatment and abuse.

Clarke is a strong supporter of LGBTQ+ rights. She supported legislation celebrating Pride Month, the EMPOWER Act against workplace harassment, and the Equality Act to prohibit discrimination based on sex, sexual orientation, and gender identity in education, housing, and employment.

Clarke has earned high ratings from Planned Parenthood and NARAL Pro-Choice America for voting against abortion restrictions such as the No Taxpayer Funding for Abortion Act. She supports Paid Family Leave, voted to extend four weeks of paid parental leave for federal employees, and advocates for decriminalization of sex work. She is founder and co-chair of the Congressional Task Force on Black Women and Girls, addressing safety, economic opportunities, healthcare, and criminal justice.
