What the adopted text says
Make consent hearings discretionary; remove newspaper notices and shorten City Record notice for hearings to six days, excluding Sundays and legal holidays. Franchise hearings remain required. Local boards, Council members and borough presidents receive a 15-day notice/comment opportunity for consents.
