A hearing is required for each revocable consent, with newspaper notices and 15 days of City Record notice.
What stays in place
Franchise hearings remain required. Local boards, Council members and borough presidents receive a 15-day notice/comment opportunity for consents.
When: March 1, 2027
Conditions and exceptions
- Previously submitted consent petitions retain the earlier rules.
- Local recipients may waive notice for categories of consent and revoke that waiver.

Consents remain revocable and require annual compensation to the city. Land-use review still applies when City Planning finds land-use impacts.
